That appears to be correct. You can put a base wherever you want. I'm sure there are certain limitations.
The little unfolding camp stove thing is suspiciously similar to the apparatus you get with the Conquest mod, which lets you create FO4 settlements anywhere. I think there a couple of other mods that do this. You can also just use console commands on the PC. The Conquest mod is unique because it allows you to join the supply line network you may have with your in-game "authorized" settlements, but it doesn't play well with other mods.
Yeah, I would be most put out if a place I built could be vaporized by fat little glue sniffers. There must be some protection for this.
