Pete also said that fans want raiders in their Fallout games. Other players will be the new raiders.
Because making a big PVP map and turning people loose is clearly better than spending time, money, and manpower to create hostile faction AI, bounded locations, etc. Fallout players want this. They just don't realize it yet.
