Oh, and credit. You want everyone using credit because you want everyone to owe. The greater the disproportion of their debts and means, the better. The wider you can make this divide, the safer you are. Also, always have a monster in the wings. It would not have occurred to the Frankenstein movie peasants to storm the burgomeister's house because they all owed him rent money. No doubt they were looking for someone to vent their spleen on -- Jews, Armenians, ginger kids -- whoever. Happily, they could be diverted to the mad scientist and his abomination. From this, we learn that it's also handy to keep a castle and some flammable windmills nearby.
