Pro tip 2: the only reason to buy the Far Harbor dlc is for its building additions. In every other respect, the content is terrible. Plus, half of your settlement raids will take place there, and it has the stupidest Radiant quests imaginable. I think the answer may be to avoid starting settlements on the island. I think this is possible.
