Even though toilet paper does not generate heat (and here we must pause to be grateful), it is still inadvisable to overstuff rolls in containers that were clearly not designed to hold so many.
Yet we -- the highest life form on the planet -- will stuff ourselves into undersized rooms for hours, and all the while we're giving off heat like human-shaped stoves.
Stoves are another thing you don't want to cram unadvisedly into a confined space.
