More and more, I'm persuaded that Bethesda never intended players to make big, complicated settlements. The AI simply can't cope.

Therefore, once I finish updating the in-game or "official" places, which all are currently have populations of about 21, I intend to use the Conquest mod in one of two possible ways: (1) make only very small communities populated by refugees from Vault 81 (which is the only place that seems to replenish migrated people), or (2) make big, interesting towns but keep them empty. They'll just be ghost settlements with wonderful accoutrements. People will know about them, but they'll never be invited to live in them. Imagine their sadness and impotent rage. Such cruelty. I wonder if I can bring myself to do anything so mean.
