Generally, cows will show up in settlements on their own. I'm not sure why. I've heard that they're supposed to make crops more productive by producing lots of fertilizer. I have no reason to doubt this, but I don't bother to check the workshop inventory for extra fertilizer, which, as it turns out, is an ingredient in other items you can make, but I've never cared.
Sometimes two cows will appear. That is, a second cow will show up some time after the first one. Again, I have no idea why this is the case. It's possible that they appear when you exceed the required food count for the population, but I suspect it's just a random thing. In any event, you need to address the appearance of the second cow. Otherwise, it wanders into houses and gets stuck. If this happens, the cow will thrash around and moo forlornly until you pay attention to it. You'd think that this would be a source of amusement, but it's actually quite disruptive.
