The context is, "People have a right to bear arms in order to maintain militias." The British didn't care about individual farmers shooting squirrels. Nothing they could do about it anyway. They got nervous when several farmers banded together with their squirrel rifles to shoot loyalists and troops. The amendment is intended to allow people to form militias (yes, with guns they keep as individuals) in order to defend themselves against repressive regimes.
