mame will also output in 240p
the problem is everything else
nothing supports this low resolution, its definitely not standard
well, i noticed the ePSXe emulator only having an option for 640x480 (480p) as the lowest resolution
there is an option to input your own resolution, but it might be hardcoded to 480p as minimum
of course there are other emulators out there,
i just wonder how they handle the actual native output
