I hear all kinds of advice about making caps in FO4, but this really is the best way during mid- and late-game.
In the early game, probably the best thing to do is set up as many water purifiers as you can and barter water for goods. It's pointless to sell the water. Just use it and rubbish ammo like .38 and 10mm for trading so you don't spend any caps. As you add points to the Cap Collector perk, you'll find obscene quantities of money in every container. It's everywhere. Enemies even spray caps at you when you shoot them.
No, as soon as possible, you should get your settlements going and create market stalls. What you really want are bars and restaurants. These produce the most and generate the most happiness.
