While I'm thinking about it, I can come up with one exception to the rule that energy weapons are junk.
If a laser rifle is modded for automatic fire, it's not a total loss. A Gatling cannon is very effective, but it's rare and you have to have quite a few perks to make proper use of it. You certainly don't want to waste it and the fusion cores it uses for ammo on some dopey settler.
You're still better off using auto-ballistic.
