Offroad races have been in Horizon since the original, though the dune buggies didn't get added until 3.
In a funny twist, Motorsport has a bunch of offroad DLC vehicles but no actual offroad tracks to race them in. The entirety of the rally event during the FM7 career mode is done 100% in tarmac, they just call it gymkhana.
