Yeah the whole ISP thing works against this model. I don't think fiber is very likely to catch on more than it has due to regulations against running those sorts of lines to homes that many of the ISPs made sure Uncle Sam put into place.
I think it's far more likely that Google continues to grow, picks out one of the several major ISPs to acquire, then slashes costs/caps to force all other competitors to follow suit.
Their ultimate revenue stream is data, and acting as the ISP gives them far more than what people search for in Chrome.
