Yup, you pretty much got it. It's mostly the hitscanner cultists that you need to memorize the positions of and either blast them with TNT splashes from safety or alt fire them with the sawed off as soon as you round the corner. You can also circle strafe them once they're on to you and they'll have a lot of trouble tracking you.
