To be fair, these sats are in pretty low orbits, so they'll decay relatively quickly on their own if they can't be commanded to do a powered de-orbit.
I wonder who will be the first human to get killed by falling space junk. At least it'd be more dignified than death by frozen glob of blue toilet water from a passing airliner.
