Energy Twister was being "abused." Wizards with the right gear could simply stand in a corner and destroy everything that came within thirty feet. Blizzard decided that this wasn't fun.
Twisters can still be useful with a Delsere set build. Maybe they powered them back up again. I haven't kept up.
