That's my all time favorite game! It really is more like a tactical shooter on ugly, you need to use cover and crouching. Sanchez appears in the back of the hotel after you cleared out about three quarters of the level. Can be a bit of a hassle to finish exploring with him running around, but sometimes you can trap him in the hole you dig to get into the bank. :) It's the same deal with Chief Two Feathers.
