A good player house can be found in Balmora. You have to kill the outlaw orc who inhabits it, but it's a perfect base. It's on the side of the river where you find the Thieves Guild.
Also, join the Mages Guild asap so you can get free fast travel as well as Mark and Recall spells. Also, the gondolas in Vivec are extremely useful.
