It's amazing what you can steal in this game. Even with crappy Security and Sneak stats, mostly all you need is a journeyman lockpick and a way to avoid NPCs' line of sight. Some locks, however, require higher stats.
By the way, the sword is not in a locked container. It's on top of an armoire.
