Once again, those actually sound like sensible decent mods. I would probably leave out the monster spawn one unless they drop filled soul gems or something.

The main things I liked about Oblivion were the different towns and the Blackwood Company. Each town had a unique flavor. The Blackwood mercs were wonderful villains, especially the rather menacing Ja'Fazir. Best khajiit character ever.

I acknowledge that Oblivion is a very ambitious game. Bethesda clearly worked hard on it. But I just never cared that much for it. I hated the fact that it was a console sellout. The NPCs generally look like ass. The voice acting economy has long been a meme. The Oblivion gates were impressive the first couple of times you did them, but after a while they were tedious, repetitive chores. The training system and mini-games were giant pains in the butt. It was as if Bethesda was so self-conscious about Morrowind's exploits that they spent half their time scouring Oblivion of any useful way to make money or get ahead in the world. The artifacts became jokes, and any hope that you might have had of enjoying the Thieves Guild was squashed my random loot generation (brown shoes, anyone? how about some calipers? maybe a sweet roll?).

In sum, Oblivion did a few things right but in the greater scheme of things betrayed everything that made Morrowind great.
