I'm not sure whether other ES games let you do this, but Morrowind lets you wear layers of clothing. For instance, you can wear a shirt and pants, then put on armor, then put a robe on top of that. You can also enchant these items as long as they don't already have magic properties. So let us create an atomic monster outfit.

1. Find or buy some exquisite pants and an exquisite shirt.

2. Acquire armor with the highest enchant capacity possible.

3. Find or buy an exquisite robe.

4. Use the atomic monster constant-effect process discussed above to get as many Golden Saint souls as you need -- one each for the shirt and pants, one each for every piece of armor you want to modify, and one for the robe. (Note: the only other enemy in Morrowind whose soul confers constant effect is the Ascended Sleeper, so you can use those if you encounter them in Sixth House hideouts. Other Daedrae won't work for constant effect, but you can still use them for big Cast on Self, Cast on Target, etc. enchants, e.g., loading up a sword with fire damage, etc.)

5. I like to use as much Sanctuary as possible, so I usually go with that. I usually mix in a couple of Resist Magicka items as well. So for example, the shirt, pants, and armor pieces would have Sanctuary. Then I would substitute the Cuirass of the Savior's Hide for the armor chest piece in order to get huge Magicka Resistance. I could also enchant a Daedric shield with bonus MR.

Now, depending on my armor stats, I am pretty much bullet-proof until I start Tribunal and Blood Moon. Some enemies in those expansions will laugh at what is OP in the main game. Examples include the goblins in Tribunal and the werewolves in Blood Moon. Werewolves will absolutely shred the most powerful armor, so I would be well advised to git gud at the Armorer skill and bring as many hammers as I can carry.
