Oh, I would also get only as many Charisma points as I need to max out shops. I think this is CH 6. Anything higher than this is unnecessary and even problematic. As you may know, you get 10 settlers per place by default. Starting with CH 11, the game adds one more settler per CH level. You have no control over this. You may want only 10 people, but an eleventh one will show up no matter what. I learned that I don't want more than about 15 or 16 settlers in one place. More than that is too much for the crappy AI to handle efficiently.
