Also, nav meshing. A big reason for AI stupidity is the unseen "mesh" that creates paths for NPCs to traverse. In the "official" vanilla settlements, this is laid out fairly well. That is, if you don't count idiotic gaffes like the entirety of Croup Manor, the water tanks at Warwick Homestead, etc. The more NPCs you have trying to navigate badly placed nav mesh, the stupider things get. You can fix this in the Creation Kit, but I have no interest in learning how to use it.
