Base models are basically for the purpose of getting you in the door, lured by the lowest price possible. Not only does the manufacturer not actually make that many of them, but neither them nor the dealer wants to sell you it, at least not without having tried to upsell you first.
I don't think there's a manufacturer, at least not one that sells in the US that still offers crank windows. In some ways, I preferred them too. Leaning over to the passenger seat to open/close it was pretty annoying though, and the back seats were just a pita.
