This is like that merchant guy aboard the Prydwen in Fallout 4. Why does he exist? I can see Brotherhood people buying magazines and chewing gum from a commissary, but why would they buy weapons, armor, etc.? Why would the Brotherhood sell weapons, armor, etc. to perfect strangers like the lone survivor? Games are not sensible.
