I was thinking maybe it was, but I actually rotated the silicone to see if a working button area would affect it. It really seems to be based on pressure; pressing it firmly will work no problem, but a light press, it refuses to register.
But the silicone and buttons themselves will be next on the list if the motherboard doesn't work.
