Panhandling is the correct term. They should go full capitalist. Charge a proper fee for proper goods and services.

Wikipedia -- free access with unscheduled and disorienting requests for donations. You get sometimes iffy/sometimes good articles on everything.

Dish Network -- paid access with both predictable and unpredictable rate hikes (spice of life). You get mostly iffy programming with lots and lots of commercials, plus dedicated infomercial channels, plus channels that replace programming with infomercials during early morning hours. Also, you never know when channels will be dropped, like HBO/Cinemax. But this is a good thing because customers don't have to keep up with so many choices.

Clearly, Dish Network following the unadulterated Pay-Me-More-for-Less model is the winner.
