It's reasonable for fabless chip companies to err on the side of caution to avoid having inventory they can't get rid of, especially when your dies are really expensive as is the case with CPUs, and even more so with GPUs, but if they're miscalculating the market by not meeting demand as you claim, then they're leaving a lot of money on the table. That seems like a really strange thing, unless it really is the case that TSMC doesn't have capacity to spare.
