Not sure about the FO4 NPCs being weak. Yes, the raiders and low-level super mutants are rubbish, but super mutant warlords are about lvl 68 with something like 700 HP and a ridiculous armor count. They also have very high Perception. Gunner brigadiers are about lvl 94 with 1300 health.
Anyway, I like the gunfights at Quincy Ruins. Excellent for collecting nice weapons and combat armor if you want to outfit your settlers.
