raiders are way too weak in this game. they stop leveling properly first. not sure exactly when but its very low. and their weapons are the worst garbage.
the most decent opposition are the gunners, and they hover at what feels to be level 50. but you easily surpass them at char level 60 or so.
they just need better weapons as they level. and to also not throw 500 weak ass molotov cocktails. this game is so dumb, its not really designed for people who actually want to play it and max out their skills page
