I suppose the agenda was making a crap ton of money. At the time, it had an expensive A-list cast. You get an expensive A-list cast to plump up your box office because you hired an expensive A-list cast and because you paid a lot for the movie rights. I'm guessing a whole lot because Les Mis has never stopped printing money with road shows. So they got Russell Crowe because he was still bankable. Anne Hathaway was hugely bankable.
Russell Crowe's singing was not bankable. I'm not sure how that affected the outcome moneywise.
