Some of Star Trek 1 needed trimming down. Other than that, I consider it a great sci fi film. The whole Vger idea was brilliant.
The second movie was also great because of how successfully it reacted against the massive scope and odd sterility of ST1. Also, Ricardo Montalban as Khan was outstanding. Plus, they had another great idea -- do Moby-Dick in space: "To the last, I will grapple with thee. From Hell's heart, I stab at thee. For hate's sake, I spit my last breath at thee."
