Even level 70 legendary weapons can only have so much base damage. That's the range you see when you mouse over the weapon. But your character stats show you the real DPS, and this is based on the bling/skills you're using. The most important elements in all this are the amount of critical damage your combined gear can generate, and the percentage you have of proccing this critical damage. That's what matters. INT certainly influences this, but it's only part of the picture.
