The armor doesn't directly add damage to spells, but the Pinpoint Barrier rune increases critical chance by 5%, which is pretty good if your other items aren't giving you enough. If you have more than about 35% chance and a good attack rate, it will proc quite often. Actually, 30% is not bad.
You should have pretty good resistances already, assuming you're putting topazes in socketed chest armor and pants. Paragon points and armor/weapon affixes will add more. So you might experiment in low Torment rifts to see how things go. If you're dying a lot and have what you think are acceptable resistances, Force Armor is the way to go.
A melee setup for a wizard is very tricky and requires synergy among various active/passive skills and items. It's also rather twitchy, so a Switch might not be the thing to use. As always, experiment.
