I don't know of any set rings that reduce number requirements for other set pieces, but I haven't played in quite a while. The one requiring ancient gear can be very powerful, but you may find sets that will be just as good or better. That's kind of a hard call.
To me, the best set rings in the game are Focus and Restraint. Together, they increase primary attack damage (resource generating) by 50% for five seconds AND they do the same thing for resource spending skills. So you can always have a 50% increase. That's tough to beat, imo.
