it turns out that you can only wear one set reducing ring, and the extracted power does not stack with an equipped legendary effect such as from the equipped ring
as for sets, right not im looking at the hydra set, whatever its called.
because it does both great damage and great incoming damage reduction. 80% damage reduction while running two hydras with the additional hydra you get from a legendary wand
