The purity thing could be built into the smithing process -- maybe add a step where you have to reconstitute X number of ingots to get one thingamabob -- call it a primal ingot or something. Maybe you have to use a special furnace, which can only be made from some super rare material which you have to mine as part of a quest. Okay okay, I have it. It would be a Companions quest. The material can only be mined by werewolves, and they must all be wearing Jethro Bodine jeans with rope belts, and they must all travel together in a special Munster truck with skulls all over it.
