That seems to be the consensus. Tina is traumatized by the deaths of her parents and later by the death of her surrogate dad, Roland. The Assault dlc is about her trying to cope with all this, especially the loss of Roland.
As an adult in BL3, she's just crazy. She has no family except Brick and Mordecai, who live near her and try to keep an eye on her. Other than this, her social circle includes both vault hunters and psychos, even though she generally hates the latter. The light of her life is her pet skagg, Enrique.
In Wonderlands, she's about 13 and in her BL2 mental state, which is to say about seven eggs short of a carton. If she ever reaches old age, I envision her finding an old psycho lady companion. The two of them will play out some violent parody of Grey Gardens.
