RE: Portal 2 framerates
One of the big problems with Fallout 4 is Bethesda's decrepit bailing wire and chewing gum engine, which is intended for a smaller game like Morrowind. Areas are broken into discrete cells so that the engine can very inefficiently keep track of far too many AI scripts and unique reference ID's in cells that are far too big for an ancient engine to handle. The game is also bad at managing uGrids to dump and load. This is why it takes forever to exit a cell like the Cambridge Police Station even with uncapped framerates on an overkill PC. It's also why the game miscalculates the correct number of settler beds and other resources at the Castle when you build a settlement on Spectacle Island (and vice-versa), not to mention the notorious Sanctuary/Red Rocket/Abernathy Farm "triangle of death," where CTDs and miscalculations are rampant.
Skyrim can be goofy, but Fallout 4 is a far bigger mess than people realize, which does not make me feel confident about Starfield.
