Never played the game but isn't the whole popularity based on it being one of the first games to really lean into the writing/acting/story elevating itself above most of the laughable cutscenes of the gaming industry that came before it?
Of all the reviews or accounts I've read, none of them ever mention the gameplay being "fun". And now that you can essentially watch the cutscenes on HBO Max, I see even less of a reason to ever visit this game at this point. Not to diminish it for why it was initially popular... but then most games age like milk as it pertains to revisiting them, especially if you don't have the power of nostalgia to back it up.
