Actually, Oncor is technically regulated, if you consider the Public Utility Commission of Texas any kind of real regulation body. More likely it's a convenient sham for Sempra and Texas Transmission Investment LLC, the actual owners. I won't even try to explain how hopelessly muddled and corrupt the Texas legislature is.
