Actually, 20 million over 11 years for a game is a lot. An epic amount if you will. The 20 million spread over the course of over a decade really isn't an excuse when the game still isn't out. If the project is bleeding money, it should have been cut off at the wound awhile ago.
On the other hand, this could all be a publicity stunt to generate interest in DNF again, which means it may come out before 2010.
