FSA plans are separate from your insurance but you usually get them through your employer. The time has already passed to sign up for one for this year.

Also, they're a poor substitute for catastrophic coverage, as you've just sort of noted. You might consider an FSA + catastrophic from Blue Cross, depending on what their individual rates are (and whether they even offer an FSA product, but it's too late for that now anyway.)
