If it could only be that black and white, but it isn't... There's a lot of places where the blame can be thrown around: The reporters for not taking precautions in a dangerous zone, the helicopter pilots for not waiting an extra 2 minutes for ground confirmation, the previous armed group with whom the helicopter pilots mistook the reporters for, you could even blame the grainy quality of the helicopter's guncam for not allowing the pilots to properly identify the group.
In the end though, you have to ask yourself why it's a war zone to begin with. It's true: The reporters nor the van carrying children should not have been there. But neither should the pilots, the helicopter, the ground forces nor the entire US/UK led coalition.
A little too late for that unfortunately, and a terrible situation anyway you cut it.
