If it's strictly for playing media, a PC is the best choice, but setting it up and getting hardware acceleration working for HD content takes a little time. Hardware requirements for linux based media software are steeper, and you'll of course spend a lot more time setting it up. MediaPortal is decent. It's not that user friendly to setup, but you can config it work decently. Windows Media Center is the best choice if you don't know wtf you're doing with a computer though. Don't expect to play any games on it.
The PS3 can play media, but the interface for streaming is clunky, and it doesn't really have a file browser, so it's either dump everything to removable media constantly or have a PC host a media server, which in that case you might as well get an HTPC. But it has games at least.
